Governor Oleg Kozhemyako set the task of solving the problem and eradicating the concept of defrauded equity holders in the region. The development of the mechanism was entrusted to the regional development institute of the Primorsky Territory Development Corporation JSC.
At the regional level, the regional law No. 465-kz "On assistance to the development of construction in the Primorsky Territory" was developed. Also, amendments were made to the regional laws No. 90 and the law No. 395-kz was developed on the payment of compensation to defrauded citizens.
The fund was registered on April 23, 2019 in accordance with the regional law No. 465-kz "On assistance to the development of construction in the Primorsky Territory."
The main task is to finance the completion of the construction of problem houses and organize work to put the facility into operation using funds from the regional budget.

Completion of the construction of problem houses using the mechanisms of DOM.RF JSC and the Fund for the Protection of the Rights of Citizens Participating in Shared Construction at the expense of the regional and federal budgets in the proportion of 12% to 88%, respectively.
In the Primorsky Territory, the subject's Fund of the same name was created, which was registered on September 25, 2019 in accordance with federal laws No. 241-FZ and No. 218-FZ.
The main task is to solve the problems of long-term construction, using the mechanisms provided for by federal law No. 218-FZ "On a public law company for the protection of the rights of citizens - participants in shared construction in the event of insolvency (bankruptcy) of developers."

Griboyedova, 46 (RC "Olymp") is being completed at the expense of funds that were provided through the additional capitalization of the Corporation for the Development of Housing Construction of the Primorsky Territory for 5 million rubles from the budget of the Primorsky Territory, taking into account the return of funds through the transfer of apartments to the subject.
Investors who have undertaken obligations to complete the construction of apartment buildings will be able, in a simplified manner, to lease a land plot for the implementation of their project.
The first apartment building, for the completion of which it is planned to use the new mechanism, may become a 5-storey long-term construction in Ussuriysk at the address: 7 Vigonnaya st, where about 90 families are waiting to receive their apartments. Investor is found.
In a similar way, it is planned to complete another problem house in the Ussuriysk urban district - on Krestyanskaya Street, which is expected to be completed by about 130 families.
Development Corporation of Primorsky Region JSC carries out a full range of works on the commissioning of problem houses in Primorye, namely, incoming control and analysis of the developer's design and estimate documentation, control over the construction progress, and putting the problem object into operation.
The department for shared construction of the DCPR JSC performs all the work on receiving and considering applications, preparing documentation, reports and interacting with equity holders. A curator is assigned to each object.
