Gambling tax in Primorye: the issue was decided to the benefit of investors

Primorsky territory has become the only one Russian region where the terms for residents of the gambling zone remains the same.


In December 2016, the Government of the Russian Federation approved a bill that allows to double the fixed monthly taxes on gaming tables and slot machines. The decision about new tax rates was to be taken by the local government. Most gambling zones, like Sochi or Kaliningrad, took an advantage of this opportunity to boost the coffers.

 Vice-governor Tatyana Kazantseva reported that in the Primorsky Territory, current rates for tables and machines located in the entertainment area «Primorye» remains the same. Changes in the budget of the Primorsky Territory in the part of the tax on gambling were made by the regional deputies on Wednesday, February 28, at the regular meeting of the local Legislative Assembly.

«Since the founding of the gambling zone, residents have invested about 11 billion rubles in the economy of the region, created a thousand jobs and about four thousand jobs in related fields. The amount of taxes paid from the gambling zone is about 322 million rubles a year.  In order to provide the stable business conditions, the regional Administration suggested not increase these rates», Tatyana Kazantseva said. The deputies supported this initiative unanimously.  

Thus, the tax remains at the rate of 125 thousand rubles ($ 2,170) for each gaming table and 7,500 rubles ($ 130) for each slot machine per month.


 The authorities explained their decision to remain early conditions and agreements stable to indicate serious intentions in the work with the residents of Primorsky Integrated Entertainment Resort's project that significant for the socio-economic development of Primorsky Territory. At the moment curators in the process of the introducing new investors to the project – as well developers are interested in both operators of casinos and hotels, as well as leaders of entertainment industry.

In turn, the changes touched other types of gambling activities: it was decided to raise tax rates for processing centers of bookmaker offices and processing centers of sweepstakes, which take into account interactive rates, and set the maximum values ​​offered by the Tax Code.

       The vice-governor added that today in the province there are 59 points of betting shops. Earlier, the tax rate on it was 7 thousand rubles, the Administration of the Territory proposes to increase this amount to 14 thousand rubles a month - up to the maximum possible.

           It should be noted that in January the investors of the Primorsky Krai met with the Governor of the Territory Andrei Tarasenko. The head of the region stressed that investors should take into account that the development of the entertainment zone should be in accordance with the approved plans and schedules, as the construction of new hotel-casino complexes in the resort is a contribution as to the economy of the region in general and new jobs for the inhabitants of Primorye as well as a profit for the investors itself.

           Andrei Tarasenko also stressed that regional authorities are interested in developing business in the territory of the region and are ready to find common ways to resolve emerging issues with investors in any field, to observe previously reached agreements. This applies not only to the gambling industry, but also to other industries in which investments are currently invested.

At the moment on the territory of the gambling zone Primorye, in spite of the opened in 2015 year complex with the casino Tigre de Cristal, two more major gambling and entertainment facilities are in the active phase of construction: a hotel complex with a casino «Selena» (a group of Russian companies, Diamond Fortune Holdings Ltd.) and a hotel complex with a water park and casino «Naga Vladivostok» (Cambodian company Naga Corp Ltd.). The opening of new facilities is scheduled for 2019.
