The Primorsky Krai Development Corporation took part in a series of seminars organized to develop a strategic development plan for the region, as well as to integrate the most significant social and economic projects into the overall plan.
Specialists of the Moscow Higher School of Economics (HSE), commissioned by the Primorsky Krai Administration, began to collect up-to-date information on the most priority sectors of Primorsky Krai's economy. Previously, the list included such areas as tourism and travel, transport and logistics, fishing and mariculture.
Within the framework of one of the seminars, the leadership of the Primorsky Territory Tourism Department together with the leadership of the Primorsky Development Corporation presented the tourist project «Integrated Entertainment Resort Primorye», which is one of the anchor projects in the sphere of tourism.
«The project can become one of the centers of attraction of tourists to the region, both from Russia and from Asia due to the development of the «non-game sector» and integration into the regional tourism processes. It is planned to create at least ten hotel complexes with casinos and restaurants, as well as entertainment facilities that will make the resort suitable for a mass tourist. It is an amusement park, a water park, a ski slope, a yacht club, and a golf club and a racetrack can also appear in the area. For the social and economic development of the region, the project is of great importance due to the creation in the future of more than 20,000 jobs, as well as consolidated allocations to the budget of about 7.8 billion rubles annually according to the results of reaching full design capacity», said Igor Trofimov, general director of the PKDC.
According to him, having experience in creating the engineering and transport infrastructure of the gambling zone, the Primorsky Territory Development Corporation is ready to support other projects in the region, when the main vector of the development of municipalities will be determined.
A separate block within the series of seminars was dedicated to the meeting with the heads, representatives and financial bodies of the city districts, municipal districts and settlements of Primorye - local authorities should determine the long-term goals and objectives of their territories. Goals and objectives should be coordinated with the priorities and goals of socio-economic development of the Russian Federation and Primorsky Territory.
«The development of the strategy should involve public organizations, the population. «Growth points» should be identified, which will allow not only to develop the economy in the territory, but also to improve the quality of life of the population. The draft strategy for the social and economic development of the municipality should be submitted to public hearings. The strategy is designed to give the Territory guidelines for business, allowing to make a conclusion about those directions of development that will have support from the local authorities», says Anna Terletskaya.
The strategy should reflect the factors that are most important when making decisions on the allocation of investments: the availability of effective investment projects, the level of infrastructure development - industrial, market, social, labor resources and their qualifications, financial climate.
Primorye is making a strategy for socio-economic development of the region until 2030. In the autumn of last year, amendments were made to the federal legislation, which gave the bodies of local self-government the right to develop strategies for socio-economic development. These plans should be comprehensive and be aimed at ensuring the sustainable development of municipalities.
When drawing up the document, the peculiarities of the economy of the region will be taken into account, which is largely formed by the port infrastructure, logistics, and active foreign economic activity. On the basis of the new Strategy, all 18 regional state programs and the scheme of terraplaning of Primorsky Krai will be updated. The date for the development of a document for the subjects of the Russian Federation was announced on January 1, 2019.
